Exemptions from the obligation to register with A.I.R.E.

Following the entry into force of Law No. 11 of 19 January 2026, the categories of citizens residing abroad who are exempt from mandatory registration with A.I.R.E. have been expanded.

The current legislation provides that the following persons are not required to register with A.I.R.E.:

  • persons who go abroad for a period of less than one year;

  • seasonal workers;

  • permanent State employees serving abroad (and their cohabiting family members) who are notified pursuant to the Vienna Conventions on Diplomatic Relations (1961) and on Consular Relations (1963);

  • school principals, teachers and administrative staff (and their cohabiting family members) assigned abroad for educational activities outside their regular positions;

  • employees of a Region or Autonomous Province (and their cohabiting family members) assigned to liaison offices established pursuant to Article 58 of Law No. 52 of 6 February 1996;

  • civilian or military personnel (and their cohabiting family members) receiving the long-term foreign service allowance pursuant to Article 1808 of the Military Code (Legislative Decree No. 66 of 15 March 2010);

  • civilian or military personnel (and their cohabiting family members) serving in offices and structures of the North Atlantic Treaty Organization (NATO);

  • citizens who maintain or establish their tax domicile in Italy and work abroad:

    • for the European Union;

    • for international organizations of which Italy is a member;

    • for entities referred to in Article 26 of Law No. 125 of 11 August 2014 (civil society organizations or non-profit entities).

Citizens belonging to the above-mentioned categories may, where necessary, certify their civil registry status to the Consulate by completing a self-declaration.

Please note that registration with A.I.R.E. is mandatory for all Italian citizens who reside abroad on a stable basis for a period exceeding twelve months.

Registration with A.I.R.E. is a prerequisite for accessing a number of services provided by Italian consular offices abroad, as well as for exercising important rights (issuance of travel documents, certificates, the right to vote abroad, etc.).
